Where to build meeting agendas in advance?

Obviously, we can and should open Discourse topics and/or GitLab issues to work out things outside of meetings, and if we need to discuss in a meeting, we can link to those.

But for both those links and otherwise bringing up meeting agenda items, where should we do that? In etherpad that we’ll use for the meeting? Or maybe in the wiki page for the upcoming meeting?
